Horticulture Code of Conduct Templates


All grower and traders operating through the Central markets must now have a valid Horticulture Produce Agreement (HPA) in or risk being penalised by the Australian Competition and Consumer Commission (ACCC).

Growcom has developed HPA templates for growers who choose to pursue either an agency or merchant style agreement with their wholesaler or packhouse, depending on the preference of both parties.


The Queensland Horticulture Council (QHC) is the preeminent forum for deliberating and determining horticulture policy in Queensland. It is comprised of representatives from Growcom and each of the major regionally-based grower groups and associations. Given the dispersed nature of our state, the QHC only meets in person once each year along with members of the Growcom Board.
